Teachers, police officers, and military personnel will also benefit from salary indexation. The government decided yesterday that salaries will be increased by 2.5%, with financial effects starting from January 1, 2026.

For military personnel, the costs will be covered by the Ministry of Defense.

For State Police employees, salaries for all ranks will increase by 2.5%.

Earlier, salaries for public administration employees were also indexed, and a decision for local government salaries is expected.
Details from the Council of Ministers
For teachers and non-teaching staff in pre-university educational institutions, the decision is based on amendments to decision no. 425, dated June 26, 2024. Main positions benefit from the 2.5% increase and the government’s salary policy, while all other positions also receive the 2.5% indexation.
The financial effects of this increase for 2026 will be covered by the budgets of the respective institutions, approved under Law no. 87/2025 on the 2026 state budget. Local government units will cover the costs using both central transfers and their own revenues.
Salary Increase for Military Personnel
The base salary and allowances for active members of the Armed Forces will also increase by 2.5%. Annexes 1 and 2 of decision no. 420, dated June 26, 2024, are replaced with the new indexed values. Salary elements, including ranks and academic/scientific titles or qualifications, are increased by 2.5%. The budget for the financial effects of the salary increase and social and health insurance for 2026 will be covered by the Ministry of Defense, according to Law no. 87/2025 on the 2026 state budget.
Salary Increase for State Police Employees
Salaries for all ranks of State Police employees, including Inspectors and Sub-Commissioners, will increase by 2.5%. Annexes 1, 2, and 3 of decision no. 4, dated January 9, 2025, are replaced with the new indexed values. The financial effects for 2026 will be covered by the budget of the General Directorate of the State Police.
Implementation Responsibilities

The Ministry of Education, Ministry of Economy and Innovation, and local government units will implement the decision for the education sector.

The Ministry of Defense will implement it for military personnel.

The Ministry of Interior and the General Directorate of the State Police will implement it for police employees.
The decision is based on: Article 100 of the Constitution, letters “a” and “b”; Law no. 35/2023 on public administration salaries; Law no. 69/2012 on pre-university education; Law no. 82/2024 on the State Police; and Law no. 9210/2004 on the status of Armed Forces personnel.
The decision enters into force after publication in the Official Gazette, and the financial effects apply from January 1, 2026.
